Pros:
1. It's a big bucket for putting a lot of stuff in when you're commuting by bike. I used it to replace a handlebar bag, a trunk bag and a saddle bag.
2. It clamps firmly to your pre-existing bike rack, such as the Topeak Explorer. I have no fear it will fall off.
3. I've seen complaints about other bags that they interfere with your peddling. This is a big bag, I'm a big guy, but I never hit the bag with my foot.
4, It has plastic panels that reinforce the bags shape and provide a certain amount of protection for the contents.
Cons:
1. It really is just a big bucket. No smaller pockets, no organizer.
2. This was just annoying: the bag came flat packed with no assembly directions. It literally took 24 hours before I realized how the two plastic panels should be inserted to stiffen the bag. (Hint: the thick piece of nylon at the bottom of the bag has two pouches that you can slip the ends of the panels in. The top of the bag has 2 more pouches to hold the other ends.
3. The clips that hold the bag on are made of a very strong plastic, and grab the rack tightly, making the bag difficult to take off. The clips might soften a bit over time making this easier, but I'm also worried that they will simply snap at some point.
4. No padding to protect vulnerable stuff from vibrations or bumps. I took some packing foam I had laying around and made a layer on the bottom of the bag.
So, overall, a good value for $20, but be aware of its limitations.

Hard to find a quality pannier at this price point but this qualifies. The advantage this has over the dual pannier M-Wave makes is that it snaps into the rack directly from the top via two hooks. This more rigid attachment to the rack means that uneven loads in the bag do not pitch it in towards the wheel. The dual bag relies on the saddle bag structure for draping over the rack and it is secured via two awkward to maneuver clips midway down the interior flank of each individual bag. Those clips on the dual bag have a tendency to loosen and get caught in the spokes.
Other things to note:
1. Top handle is stitched to the covering flap. If you don't secure it via the clips in the picture, when you carry the bag by that top handle it flops open.
2. IMPORTANT and NOT NOTED ELSEWHERE: they only make a left saddle version of this. ie. Don't buy two thinking you're getting a usable left-right set of bags.
3. No interior compartments, though the bag is very spacious. Great for groceries.
Others have noted the difficulty with inserting the plastic panels which give the bag its shape. It takes some doing, but it's not so bad. And it allows them to ship this flat but still get you a bag with some rigidity.

It's a little awkward installing the plastic side pieces but once that's done it's a great basic pannier for your everyday commute and errands.
