I mounted it on my Electra Townie 7D, it fits nicely on the same bracket as my linear pull brakes and does not interfere with their operation. I recently strapped a CV-Axle and a starter for a Dodge Caravan to it (probably over 25 pounds) and rode 3 miles on bad roads, this thing is super sturdy when mounted properly!!!

I just used this rack for a 4 day, 340ish mile trail tour from DC to Pittsburgh. I hung two panniers off of it. To do that I had to rig up a system with bungees to keep the panniers out of the spokes but overall it worked pretty well. Unfortunately with less than 20 miles left the weld between the stays on the lower right side broke. The rack still works well enough for town use and I think I'll support it with a zip tie at least for a while. I don't believe that it would have broken if it weren't for the fact that I had been regularly loading it with more than 30lbs. (once I might have loaded it with closer to 40lbs.) and was riding on trails with rough spots.
If loaded with 20-25lbs. and used primarily on smooth terrain it should work great. I did not feel that it changed my breaking ability at all. I will very likely purchase another one.

I've bought two of these racks for my bikes: one for my 2004 Fuji Touring, and one for my folding Dahon Boardwalk. It's an excellent rack for light duty use. I daily attach various bags to it, along with a heavy Cryptonite New York lock, and it has performed flawlessly for over 500 miles of all-weather commuting. Only now I've managed to scratch up the black paint in a few places. The rack is made of aluminium and won't rust, so it doesn't bother me that it got scratched in a few places. It's cheap, and it works. Note, however, that I didn't get the mounting hardware when I got one of the racks... The first rack I ordered for my Fuji bike included all hardware, but the second one didn't, so I had to improvise to make it work...
